先の台風20号も室戸台風に似た経路を辿っていったが、この台風21号こそほぼ同じ経路をさらに強い勢力で襲ってきた、まさに第3室戸台風であった。

室戸岬を掠めるように上陸後、紀伊水道・大阪湾へと進み阪神間に再上陸という、”第2室戸台風“に酷似した経路を辿っていった。

当地では、23日深夜から雨・風とも強くなってきて、暴風のピークは24日2〜3時頃であった。
　
　
室戸岬に上陸したあと北西に進み、紀伊水道を通って阪神地区に再上陸するという、第2室戸台風“に近い経路を辿った。

当地では、02:00頃より強い雨が降り始め、豪雨・暴風のピークは03:00〜04:00(記録：36mm/h・瞬間26.7m/s)。
